The office of Town Clerk is the keeper of all vital records, various documents, minutes of all committees and boards. These records are kept accurately and efficiently such that the best interests of the citizens and the town of Raymond are served.

The office of Town Clerk also administers and conducts elections in accordance with state and local laws.

OFFICE OF TAX COLLECTOR

Pursuant to RSA 540:1-b the following affidavit is required to be filed with the Town Clerk:

The office of Tax Collector is responsible for the issuance of all taxes assessed to property owners such as property, current use, yield, and excavation taxes. The office collects all monies owed on taxes current and past due. The office is charged with the liening and deeding process on all past due taxes as prescribed by the R.S.A.'s.

The Town of Raymond issues tax bills twice a year to cover the tax year of April 1 to March 31.  The first bill is mailed by June 1st and is due by July 1st.  The amount due for the first bill is an estimate using the previous year's tax rate.  (The first half tax bill covers from April 1 to September 30).  The second bill is mailed by November 1st and is due December 1st.  The amount due for the second bill has the new tax rate applied to the current assessed value, which is based on the status of the property as of April 1st.  (The second half tax bill covers from October 1 to March 31).  The tax rate is set in the fall of each year by the State of New Hampshire Department of Revenue Administration.  Once your property tax bill is mailed, partial payments are acceptable, however, interest at 12% per annum is charged on any unpaid balance of the tax bills not paid by the due date.

Car Registrations

ONLINE MOTOR VEHICLE REGISTRATIONS


Online Car RegistrationsIf you have not already completed a renewal with the Town of Raymond and proven residency, you will NOT be allowed to complete the online renewal process.  You are required to come to the Town Clerk's Office with a current utility bill or other official mail (leases, tax bills and water bills are NOT acceptable proof of residency) to prove residency and change your address with the Town Clerk's Office.  Please note that even if you have changed your address with the State DMV, you are still required to come to the Town Clerk's Office and prove residency.  If you have any questions regarding residency,  please call the Town Clerk's Office at 895-4735 ext. 109, 110, or 111.

PLEASE NOTE THAT IT CAN TAKE UP TO TWO WEEKS TO RECEIVE YOUR REGISTRATION BY MAIL.  SUBMITTING YOUR REQUEST TO RENEW YOUR VEHICLE REGISTRATIONS IS NOT THE SAME AS REGISTERING YOUR VEHICLE.  ONLINE SUBMISSIONS DO NOT CONSTITUTE A CONTRACT OR REQUIREMENT FOR US TO COMPLY WITH THOSE REQUESTS.  UNTIL YOU RECEIVE YOUR OFFICIAL REGISTRATION FORM AND DECALS FROM US, YOUR VEHICLE IS NOT CONSIDERED REGISTERED.  UNPAID TICKETS, MISSING OR INCORRECT INFORMATION, DATA TRANSMISSION PROBLEMS, INCORRECT CHECKING ACCOUNT INFORMATION ENTERED, AND OTHER CAUSES MAY DELAY OR PREVENT THE PROCESSING OF YOUR REGISTRATIONS BY THE TOWN.  A NONREFUNDABLE CONVENIENCE FEE WILL BE ASSESSED TO YOU FOR EACH VEHICLE YOU RENEW ONLINE USING THIS SERVICE.

IN THE EVENT OF ANY PROBLEMS OR QUESTIONS, WE WILL ATTEMPT TO CONTACT YOU BY EMAIL OR TELEPHONE, BUT THE TOWN IS NOT LIABLE, IF, FOR ANY REASON, WE ARE UNABLE TO DO SO OR IF YOU DO NOT RESPOND TO SUCH COMMUNICATIONS.  IT IS YOUR RESPONSIBILITY TO CONTACT US IF YOU HAVE NOT RECEIVED YOUR REGISTRATION WITHIN TEN (10) DAYS OF YOUR ONLINE SUBMISSION, AND TO COMPLY WITH STATE OF NH LAWS REGARDING THE REGISTRATION AND OPERATION OF YOUR VEHICLES.

ONCE YOUR REGISTRATION HAS BEEN DONE AS AN ONLINE RENEWAL YOU CANNOT COME INTO THE OFFICE AND ASK FOR IT IN HAND.  IT WILL HAVE TO BE MAILED TO YOU ONCE IT HAS GONE THROUGH THE ACH PROCESS.

PLEASE ALLOW AT LEAST TWO (2) WEEKS BEFORE THE RENEWAL EXPIRATION IN ORDER TO RECEIVE YOUR NEW REGISTRATION AND PLATE DECALS BY MAIL.

ONLINE REGISTRATIONS CAN ONLY BE DONE ONE MONTH PRIOR TO THE EXPIRATION.

REGISTRATIONS THAT HAVE ALREADY EXPIRED CANNOT BE DONE ONLINE.  YOU WILL NEED TO COME INTO THE OFFICE WITH A RECENT REGISTRATION TO RENEW.

IF THEY HAVE NEVER BEEN REGISTERED IN NH BEFORE WE WILL NEED ALL INFORMATION ON THEM, EXAMPLE:  YEAR, MAKE, MODEL, COLOR, VIN # (IF OVER 3,001 LBS ALSO NEED VIN VERIFICATION), AXLES, MSRP BRAND NEW AND GROSS VEHICLE WEIGHT (TOTAL WEIGHT OF TRAILER/CAMPER AND TOTAL LOAD IT CAN HOLD).  CALL THE OFFICE IF YOU HAVE ANY FURTHER QUESTIONS TO MAKE SURE YOU HAVE ALL THE PROPER DOCUMENTATION WITH YOU BEFORE COMING IN.

PLEASE NOTE THAT ANYONE UNDER THE AGE OF 18 IS REQUIRED TO HAVE FORM DSMV 38 SIGNED BY EITHER AN INSURANCE COMPANY COVERING THE MINOR CHILD OR A PARENT WHO WOULD TAKE FULL FINANCIAL RESPONSIBILITY FOR THE CHILD SHOULD HE/SHE BE IN AN ACCIDENT.  MOTOR VEHICLE FORM DSMV 38 IS REQUIRED EVERY TIME A MOTOR VEHICLE TRANSACTION IS PROCESSED, SUCH AS, (TITLE, RENEWAL, LOST PLATE, LOST REGISTRATION, ETC).  YOU MAY COME INTO THE TOWN OFFICE AND REQUEST FORM DSMV 38 AS YOU NEED IT.

For Registrations And Titles:

Copies of lost registrations (RDMV 110) can be purchased at any State of NH DMV substation for $15.00 or you may purchase one at the Town Clerk's Office for $18.00.  If your name does not appear on the registration, then you will not be able to obtain a duplicate copy. 

For a duplicate of a lost title (TDMV 18), you need to fill out an application for duplicate title and submit it (along with $25.00) to the Title Bureau in Concord. The applications are available at all MV substations or at the Raymond Town Office.

For Plates Or Decals:

You can order replacements (RDMV 125) for either one or both plates and /or decals at any State of NH DMV substation or the Town Clerk's Office.

For Lost Registrations On Renewals:

If you are NOT the owner of a vehicle you are renewing (meaning your name is NOT on the registration), you CANNOT obtain a duplicate registration.

If you ARE the owner and you lost your registration, you will need to bring in the plate number of the vehicle you are renewing, and your drivers license.

Inspections

For renewals, vehicle inspections are done once a year during your renewal month (which is usually your birth month unless the vehicle is leased or in a business name). There is a ten-day grace period into the month following expiration for inspection only, not for registration.

For a new registration with new plates (or transferred plates) inspection must be completed within 10 days following registration. An inspection sticker is valid as long as the vehicle is registered, but cannot be issued for more than 16 months. Inspections can be done four months prior to the expiration date and will be valid to the following year.

New Residents

If you have never paid a registration permit fee to the Town of Raymond, NH or have not done so for more than a couple of years, you are not established as a resident in our database and will not be able to register a vehicle without establishing your residency. To do that, you'll need to bring in your current driver's license or other official photo ID and proof of your address in Raymond, NH. You can prove residency with items such as a utility bill or other utility bill such as Comcast, Gas or Oil Bill, Public Service Bill.  If your address in Raymond is a PO Box, then you will need to provide a utility bill showing the utility address in your name to prove residency.  If you do not have any utilities in your name, the person whose name the utility is in needs to write a letter stating you live at that address with them and then they need to have that letter notarized.  PLEASE NOTE:  ALL LEASES AND PROOF OF RESIDENCE LETTERS NEED TO BE NOTARIZED.

Also as a reminder, if you have just moved to NH, you have 60 days to apply for a NH Driver's License by NH State Law (RSA 263:35). If you do not apply for a NH Drivers License within the 60 days, you will not be allowed to renew your vehicle registration, or register any other vehicles.

For renewal of a vehicle registered in a different NH City/Town last year you must bring your current registration in to our office to renew. If you have lost your registration, you must get a Certified Duplicate Copy of your current registration. We can issue a duplicate for $18.00 or any State of NH DMV Sub Station for $15.00.

Current Residents Who Change Addresses Within Raymond

You will still need to bring in a current utility bill showing your new address in order to change it on the registration.  Whoever is first on the registration will need to come into the Town Office the first time in order to fill out the paperwork to change the address.  If you live with someone and do not receive any utility bills or other official documents, then a notarized letter from the person who has already established residency with the Town of Raymond is needed.

Changing Your Out-of-State Registered Vehicle to New Hampshire

For 1999 or older vehicles you need to bring:

Proof of residence in Raymond (see above New Residents) and a photo ID such as your Driver's License.

  • The date of birth of any co-owners
  • Your current out-of-state registration
  • Either your out-of-state Title or a NH VIN Verification (TDMV 19A) which can be obtained at any State MV substation or City/Town Hall.
For 2000 or newer vehicles, you need to bring:
  • Proof of residence in Raymond (see above New Residents), and a photo ID such as your Driver's License.
  • Any co-owner will also need to be present
  • Your out-of-state Title
  • Your out-of-state registration
  • The current mileage on your vehicle
  • The name and mailing address of your lien holder (if you have one).
     
Effective January 2015, ALL vehicles manufactured from 2000 to present will ALWAYS be titled.

We will prepare your application for NH Title and your registration permit. You only have sixty (60) days to change your out of state license into a New Hampshire license.  After that you could be fined. (Except for New York as they do not hold titles, even if there is a lienholder, they mail the title to the owner directly).

If you can't get your title from the lien holder, (Except for New York as they do not hold titles, even if there is a lienholder, they mail the title to the owner directly) registering your vehicle in NH will become a two-step process and you will not be able to get NH plates until the State Title Bureau has swapped titles with your lien holder. You will need to come into the Tax Collector's Office with:
  • Proof of residence in Raymond (see above New Residents), and a photo ID such as your Driver's License.
  • The date of birth of any co-owner (signature on the title application is needed prior to mailing it to the State).
  • Your out-of-state registration
  • The current mileage on your vehicle
  • The name and mailing address of your lien holder (if you have one)

EXCEPT FOR NEW YORK TITLES, NEW YORK DOES NOT HOLD TITLES, THEY MAIL THEM DIRECTLY TO THE OWNER, EVEN IF THERE IS A LIENHOLDER

We will prepare the NH Title Application for you. You will need to mail that application form to Concord to start the process of changing your title to a NH title. Within a several week period, you will receive a letter from Concord DMV notifying you that your title is changed and authorizing you to get NH plates for your vehicle. Bring that letter in to the Town Clerk/Tax Collector's office and we will issue you a registration. If you can't get your title from your lien holder and your out-of-state registration is expired or will expire within 20 days, OR your vehicle insurance has been cancelled, OR your out-of-state plates have been turned back in to that state, OR your vehicle is leased, you may be eligible for a 60-Day Temporary plate and registration. Come in to our office with:

Proof of residence in Raymond (See above New Residents), and a photo ID such as your Driver's License.
 

  • Any co owner will need to be present also.
  • Your out-of-state registration
  • The current mileage on your vehicle
  • The name and mailing address of your lien holder (if you have one)
  • The cancellation notice from your insurance company, or your returned plate receipt
     
We will prepare your application for NH Title, your registration permit and collect the Town of Raymond registration permit fees. You will then go down to any State of NH DMV Sub Station where you will pay your State of NH registration fee and Title fee and receive a 60 day temporary plate to use while your title is being swapped with your lien holder. When the title is all set, the State will mail you a set of metal NH plates.

EXCEPT FOR NEW YORK, THEY DO NOT HOLD TITLES, THEY MAIL THEM DIRECTLY TO THE OWNER, EVEN IF THERE IS A LIENHOLDER.

New Vehicle Registrations

If you recently purchased or leased a 1999 or newer vehicle, you will need the following:

The Town Clerk's copy of your NH Title Application (Blue Paper) if your vehicle was purchased or leased from a NH Dealer, or

The actual Title or Certificate of Origin that has been signed over to you by the Seller if you purchased or leased your vehicle from a private person or from an out-of-state Dealer. If you are making payments on your vehicle, please be sure to have the name and mailing address of your Lien holder.

If you recently purchased a 1998 or older vehicle, you will need one of the following along with a Bill of Sale signed by both Seller(s) and Buyer(s) or a sales receipt: (Please note that per the State of New Hampshire a bill of sale must have the following information on it to be accepted: Date, Year, Make, Model, Color, Vehicle Identification Number, Buyers signature and address and Sellers signature and address). Without this information, the bill of sale will not be valid.
 

The Seller's previous NH registration, or

The Seller's NH or out of state title, or

Form TDMV 19A, (See above link) Verification of Vehicle Identification, properly completed. These forms are available at the Town Clerk/Tax Collector's Office in Raymond, NH, NH State DMV substations, licensed NH Dealers, and licensed State Inspection Stations.

Renewing Registrations

For vehicles owned by a person or persons, the expiration date is the last day of the primary owner's (first name appearing on the registration) birth month. For vehicles owned by businesses or leasing companies, the expiration month varies according to the first letter of the business name. You can find your expiration date on your current registration in the Expiration Date box next to the fees on the right hand side of the registration.

Transferring Vehicle Registrations

A transfer registration is when you have taken a plated vehicle off the road and would like to transfer the same plates from your old vehicle over to a vehicle you recently purchased but have not yet registered. On a transfer registration, we are able to apply the remaining unused permit fee credit over to the cost of the permit fee on the new vehicle. To do a transfer, the primary owner (the 1st owner listed on the registration) or lessee of the old vehicle must be the listed primary owner or lessee of the new vehicle.

To complete a transfer registration (moving the plates from your old vehicle on to a newly purchased vehicle), you must bring in either the original or State-certified duplicate of the registration to the vehicle you took off the road. Per State Law RSA 261:66, Transfer of Ownership without the registration we will not be able to transfer your plates or give you any monetary credit from the old vehicle. If you have lost your registration, you would need to purchase a duplicate registration ($18.00 fee from the Town or $15.00 from the State Motor Vehicle Dept.) prior to the transfer.

Documents Required for Registering

  • A Current New Hampshire Driver's License With The Correct Address On The Front, Along With A Utility Bill such as Public Service, Comcoast, Gas or Oil Bill; or
     
  • A Current New Hampshire, Or Out Of State Driver's License, Along With A Utility Bill such as Public Service, Comcast, Gas or Oil Bill.
     
  • For A Renewal:

    The State of New Hampshire requires residents to bring in their most current registration when coming for a renewal. Without the most current one there is a $18.00 duplicate fee.

    However If you are the owner of a vehicle that is due to be renewed but have lost your registration, you will need to bring in your drivers license for proof of identification and purchase a duplicate registration for $18.00 in order to renew. You as the owner are the only person allowed to renew your registration without the current registration.


    For Vehicles Just Purchased:

    For vehicles with a model year of 1999 or newer:

    You need one the original Certificate of Origin signed over on the back to the new owner, the original Certificate of Title signed over on the back to the new owner, or the Town Clerk's copy of the Certificate of Title Application (CTA) (blue piece of paper) provided by the dealer.

    If you are transferring NH plates from a vehicle that is registered with your name first on the registration, but being taken off the road, you need to bring in the original registration to the vehicle you are transferring the plates from.

    For vehicles with a model year of 1998 or older:

    You need one of the following along with a Bill of Sale signed by both Seller(s) and Buyer(s) or a sales receipt: (Please note that per the State of New Hampshire a bill of sale must have the following information on it to be accepted: Date, Year, Make, Model, Color, Vehicle Identification Number, Buyers signature and address and Sellers signature and address). Without this information, the bill of sale will not be valid.
     

    The prior owner's previously issued NH registration (out-of-state registration is not acceptable)

    You need either a valid NH or out-of-state title.

    A verification of VIN (Form 19A) (see above link) completed by the appropriate agency - law enforcement officer, NH State Inspection station, or NH dealer.

     

    Voter Registrations  

    Raymond residents may register to vote at the Town Clerk's office.  New voters may register at the polls. If no photo ID is available, a Qualified Voter Affidavit shall be completed, as per RSA 654:12.  A list of registered voters in the Town of Raymond is available in the lobby of the town office.

    Marriage License/Civil Unions     

    PLEASE NOTE THAT BETWEEN 11:30 A.M. AND 1:30 P.M. MONDAY THROUGH FRIDAY NO VITAL STATISTICS FORMS ARE DONE DUE TO LUNCH COVERAGE.  WE ALSO STOP PROCESSING VITAL STATISTICS REQUESTS AT 3:30 ON TUESDAYS THROUGH FRIDAYS AND 5:15 ON MONDAYS.

    The requirements to obtain a marriage license/civil union in the state of NH are as follows:

    1. Both parties must be present.

    2. Picture I.D.'s must be presented

    3. If under the age of 18, we need a driver's license, court waiver, and birth certificate.

    4. Second marriages, we need to see certified final divorce decrees or certified death certificate.

    5. The fee is $45.00 payable at the time of filing.

    6. Social Security numbers need to be on the marriage license.

    7. The license is valid for 90 days.

    You do not need to get married in the town that issues the license. Once you are married, the Officiant sends the Town Clerk the information regarding the wedding. You then may request a marriage certificate at the town clerk's office. The cost is $15.00.

    You must arrive at least one hour before closing since this is a lengthy process.

     Vital Statistics

    PLEASE NOTE THAT BETWEEN 11:30 A.M. AND 1:30 P.M. MONDAY THROUGH FRIDAY NO VITAL STATISTICS FORMS ARE DONE DUE TO LUNCH COVERAGE.  WE ALSO STOP PROCESSING VITAL STATISTICS REQUESTS AT 3:30 ON TUESDAYS THROUGH FRIDAYS AND 5:15 ON MONDAYS.

    PLEASE NOTE THAT THE TOWN OF RAYMOND DOES NOT PERFORM ANCESTRY RESEARCH.  IN ORDER TO REQUEST A CERTIFIED COPY OF A VITAL RECORD YOU WILL NEED TO KNOW THE EXACT DATE THE EVENT HAPPENED, EX: BIRTH, DEATH, MARRIAGE, DIVORCE.

    Birth Certificates

    If a person was born prior to1982 they must have been born in Raymond to apply for a birth certificate at the Town Hall.  If you were born from 1983 forward, you can apply for a birth certificate no matter where in New Hampshire you were born.  The fee for this is $15.00.  An Application for Vital Record Certificate form must be completed, along with a legible copy of the requestor's driver's license and a self-addressed, stamped envelope. 

    Death Certificates

    If a person passed away prior to 1990, they must have passed away in Raymond for an immediate family member to request a death certificate.  If a person passed away from 1990 forward, anywhere in New Hampshire, an immediate family member may request a certified copy.  The fee for this is $15.00.  An Application for Vital Record Certificate form must be completed, along with a legible copy of the requestor's driver's license and a self-addressed stamped envelope.

    Marriage Certificates

    If you were married before 1989 and applied for your marriage license in Raymond, you may request a certified copy of your marriage.  If you were married 1989 forward, it does not matter where in New Hampshire you applied for your marriage license, you may request a certified copy.  The fee for this is $15.00. An Application for Vital Record Certificate form must be completed, along with a legible copy of the requestor's driver's license and a self-addressed stamped envelope.

    Dog License    

    Dog LicensePer RSA 466:1 all dogs over the age of 4 months shall annually be licensed and wear the license tag around the collar.

    Dog Licensing Online

    If the Town Clerk's Office does not have the current rabies information on file, you will not be able to complete the dog license online.  Debit/Credit cards are NOT ACCEPTED. If you enter any information that is NOT correct, for example, a debit card number or transpose the numbers of your checking account or if funds are not available, you will be assessed a $25.00 fee, and you will no longer have use of this service in the future. 


    Dog Licensing In Person

    The State of New Hampshire requires that all dogs be licensed by the time they are three months old.  The registrant is required to produce a valid rabies certificate for the dog and if applicable the spaying/neutering certificate.  Licenses are issued annually with an expiration date of April 30th of each year.  Initial licenses are not prorated.  The license fees are as follows: spayed or neutered $6.50. Not spayed or neutered $9.00. Senior citizen $2.00 (one (1) dog only). According to RSA 466:13 and RSA 466:1, a $1.00 per month late charge is due June 1st of each year.  After June 20th, upon instruction from the Board of Selectmen, the Raymond Police Department will issue a $25.00 civil forfeiture for failure to license.
